I've been looking, but I have not been able to find a Voss skin, does anyone know where one would be that works in mods off?

Yes - searching for "Roosevelt" in my composite readme file reveals the following skin is contained in the Official Skin Pack:

Yes - a search of my combined historical readme file reveals that these skins can be found in Community Historical Skin Pack Volume 11.  

 

If I can remember, when I get back to my RoF PC I'll fix/replace those links in that post to the screenshots on that clownwad Photobucket site with some new screenshots.

OK - good.  Searching is pretty simple, really - you just have to get in the right mindset and try to find some small fragment to search for that's likely to be relatively unique or at least uncommon within the file.  Just perusing it for a while to get familiar with the typical naming or description methodology can be very helpful.

 

For example, most entries will have at least the last name of the pilot (where known) somewhere in either the file name or the short description.  Also, if the serial/tail number is known, that's also a pretty good thing to search for.

 

Thus, when searching for the above skin, I tried just searching on "Sachsenberg" - that generated something like 9 hits, and clicking on those results (make sure you have clicked the "results" tab in the navigation window, not the headings or pages tabs) one at a time revealed that the 6th of them was his FD8 skin.  Once you find the one you want, you just have to scroll back up in the document until you come across the closest volume header/designator. which tells you what volume skin pack the skin file is in.

 

It's sort of educated guess/trial and error, but it usually doesn't take long to find what you're looking for in that file.
