Rise of flight won't run after license agreement update.

I get the following error code:
C:/Program files (x86)/1C-777/Rise of flight/bin_game/release/Setings.exe.
The application has failed to start because its side-by-side configuration is incorrect please see the application event log or use the command-line sxstrace .exe tool for more details.
I did some research and decided that it is most likely Microsoft visual studio C++ causing the issue. I have tried installing C++ separately from the game but can't seem to get it to work.
I verified that my password worked by going to the rise of flight website and loging in, and it worked just fine. Hear my system specs
Operating system: Windows 7 pro
CPU: Intel core i5 3570 k at 3.4 GHz
Ram: 24gb dual-channel DDR3.
GPU: AMD Radeon HD 6900 248 megabytes of RAM
I really really really really like this game so any help would be greatly appreciated. Thank you very much for your time.

You're on the right track - it does appear to be a Microsoft issue that was triggered by the most recent update - apparently you need both the 2005 and the 2008 version, but the game's installer doesn't provide both versions. Check this thread for details and links to what you need:
