I can see an option to pick a Sea Plane of the RNAS in the menu, but it seems that no squadron is actually available. Is there any way to create a seaplane campaign or is it just a placeholder with no squadrons?

Are you talking about trying to ue them in career mode? If so, you can use the "filter by plane" feature on the career creation map screen - it will display a color-highlighted timeline along the top showing when the selected plane type was used and if you move your timeline selector into that band you will see small dots on the map highlighting which squadrons are using that plane type. IIRC, you need to be using the channel map in order to see the squadrons using seaplanes.
Hope that's right - I'm away from my RoF PC and I can't check it directly, so I'm winging it from memory.

PWCG menu lists sea planes as a viable options but I don’t think it lets you choose any actual squadrons.

Oh - I don't remember about PWCG's use of seaplanes (and I can't check ATM). That's a downside of just using the most recent posts feature I guess - I didn't notice that you had posted in the PWCG subforum, or I probably would have figured out your question was about PWCG. Sorry for the confusion.
I'm pretty sure I remember running a career mode career in seaplanes (at least the Felixstowe - not sure about the others), but I can't check that either. However, if you try what I suggested about filtering by plane types in career you should be able to determine that one way or the other.
Only things I can think it might be as far as PWCG goes (assuming they are in there in the first place) is that maybe you need to try different start dates for your campaigns (probably in line with what the career mode filtering function tells you about when the seaplanes were in active service), and probably make sure you're choosing either RNAS or one of the other naval air services that would typically have been flying seaplanes. Also, make sure you have told PWCG that you actually own the relevant seaplane, and that you have told it you want the channel map. If none of that helps, maybe someone more familiar with PWCG or who can actually get to their RoF installation to check it will come along and help you get it sorted out.
